I don't know that I agree with the quote (understanding that it's not yours), but I do agree with what is described in the link. The prefrontal cortex, which is the analyzing and logical planning center of the brain, is not fully developed until about age 20. Kids do stupid things all the time because their brains aren't "done." It's a shame that there has been such an uninformed solution to what is partly a biological problem, not an amoral or antisocial one.
