"[T]he punishment or treatment of criminal offenders is directed toward one or more of three ends:
(1) to discourage and act as a deterrent upon future criminal activity,
(2) to confine the offender so that he may not harm society and
(3) to correct and rehabilitate the offender.
There is no place in the scheme for punishment for its own sake, the product simply of vengeance or retribution."

As long as Allen is able to communicate, he is a threat to society. He contracted the murderers of witnesses (and innocent bystanders) from prison when he was 50 years old.

I'm sure you must be speaking to Brainmarket and not to me, Nebur. Though I would gladly share a cold one with you, I will not join you on a trip to San Quentin to protest the execution of someone who so cruelly ordered the slaughter of four young innocent lives.
